traffic section quarry - differential

Good evening. .I am a student of itis and I am designing a flag crane (as exercise of course)
I decided to adopt x the mount a circular section quarry
I have to get the area of this section but I don't know the thickness (I have to choose it).

with the formula wf=jx/y I managed to calculate the diameter (d=139 mm), but I don't know if it is the outer or inner diameter of the section (I am a little ignorant)
Who helps me??? ? ? ? ? ? ?

I kindly ask an explanation of what to use to rotate the crane.
the assigned exercise does not necessarily impose a 360° rotation, so I can also use alternative methods (which I do not know)

First of all, if 4 discussions have been opened, perhaps it is because both me and my "connect" have not received adequate information to solve the problems we have exposed.

Go to google and type "flag citrus". ..you will find several builders of the above.
looking at the photos of their products you will certainly be able to get an idea of how they are made.
coming to the quarry section, I can't think that your teacher can't help you, that he hasn't explained anything to you.
eventually there are also objects called books opening which you are able to learn many things.
Surely if your teachers don't explain these topics that are the basis of what you want to learn then you need to make a reflection.
I mean, to say it in a short time, they're cheating on you, it's like you went to the restaurant and you got paid the bill without eating anything.
