view textm formatting menu

Good morning.
I noticed that with ribbon interface the testom command does not make the text formatting menu appear
that you would normally have in classical interface

Is there a way or a variable that allows us to have it?

Yes, yes.
I never noticed because for the major I'm in the classic interface
but I also allow myself to say, for informational use for other Cadists, that the variable
mtexttoolbar condition the visibility of the text formatting menu
and even if you click right on the textm field to edit the shortcut menu allows you
flag the visibility toolbar and other options

This is correct however depends on the right-click settings whose behavior is set in customizations and options. by default is as you reported, but it may not coincide.
