depends, if the siphon is "loaded" (full of water) the connection will be there equally.

I don't know what the "ladra" effect is, but you can have the following conditions:
1. There's air in the pipe. the air will go up, and, in principle (the calculation is a little complicated) there will be no communication between the two tanks (as said by the president)
2. the pipe is completely filled with water. there will be communication exactly as if the tube was horizontal
3. the pipe is full of water, but the siphon is higher than 10.33m (pizometric height. 10.33m are related to water) compared to water. in this case in the siphon the pressure is equal to the steam voltage, a steam bubble is formed and... back to point 1.
