vincolo di offset

Hello everyone
I have a problem that I can't fix right now.
I am in a product I take an existing component (cat part) and when I go to put an offset with another cat part of the product I give myself as a measure 0 (zero) I tried in several ways without solving.
How do you do that?

Usually if the elements bound with an offset are not parallel, the system first makes them parallel and then assigns them by default value 0. if they are already assigned the measured value. Just edit 0 by assigning the desired value.
