If you don't find it, you can launch the command via start "command list" in the "visual" drop-down menu and look for "inertia measures", but it's strange that you don't find the comndo unless it has a very small monitor, so the toolbar measures remain hidden.
try to extract the toobars from the frame (especially those found at the bottom right).
