probably try to open something else, try to set this option in the config.pro:
pro_editor_command and how value you set the path to the exe file of notepad, if you have win7 should be:
c:\windows\system32\notepad.exe

save config.pro close and try to see if it works, otherwise you impose it as another editor, protab or excel.

if even in the other pc where you use windows xp 64 bit the starting configuration is the same, I doubt that it is something inherent to the config.pro.
