depends on what has been implemented and which fixes have been made on the mr.
so there is no absolute answer.
I bring back my opinion / experience.
I work under tc.
transition from pre-nx7.5 releases, the refile is almost mandatory, otherwise it does not use the lightweight integrated with automatic switch.
if steps from nx7.5 to nx8 is recommended, but not necessary.
if steps from nx8 to nx8.5 is not necessary.
inside nx8, because only here there are 3 mr, I recommend it only for those who are under tc to pass to nx8.o.3.4 r, because there is an important fix in nx manager, that is that tool that interface nx with teamcenter.

my doubt was also: can it be a correct speech to make a refile_part -d -s of every active project, at every mr?
this a priori, before evaluating whether it is necessary or not?

as well you know, with nx8 attributes can also be different from string.
who was under tc, without nx8.0.3.4 r had problems saving data of different attributes from string.

in molwizard use also very old parts, customised as standard part, and construction assemblies that clone to need for more articulated components .

Do you think a refile part is useful in this case?

which command options would be correct to use to review all the old assemblies in an archive?

I read the refile pages in documentation but to be honest I have some fear of working incorrectly.
