if I click on the dot in fact the whole quota is clicked.

No, unless you explode. if you have correctly listed those points will be leaning on autocad entities so you should not see them. vice versa you have quoted without using the osnap and this is not beautiful.. .

In fact after quotation I slightly shifted the quotas, for this probably the points will be moved from the entities outside of them.I will try to requote the drawings without moving the quota lines.

move them for what reason? if you have to remove them from geometry to make them more visible there are the grips, two on the arrows and one on the text of the quota

will never come in print, because they are on the defpoints layer (normally for exclusive use of quota points) that autocad does not print, even to want it desperately.
