I should perform the red circled workmanship in photo_1, I tried to run it with the command "connects" and it comes as in drawing_1 and drawing_2, but it is too connected on the edge (90°).
Is there anyone who can give me a tip?

no, it does not have a specific function, except to allow the bar to rotate and not to go to bump another near through the unloading. . .

In fact the piece is already existing, worked on the lathe and the cutters, and, taking inspiration from your answers, I tried to extrude by cutting in "revolution" mode the material, fixing axis at a certain distance, and the result to which I have arrived is definitely better (see design 3 and 4).
