cadcam without annual license

Hi, my boss asked me if there was a cadcam that was without the annual contract payment assistance license. he thinks they're a bit of "tangents." would like to pay a product and then not have to pay anything except when and if a tomorrow would like to make an update. the cadcam would serve both for multi-axis lathes and for cutters both to 3 and 5 axes.
