I think you're messing with the oem concept.

normally by autocad oem means a sw that a sw house 'brands' and personalizes based and licensed technology "autocad oem"... say an autocad that can inglobare the software components of this software house making the whole product appear proprietary.

these sw are always 'specialized' in particular sectors.
in Italy there should be the example of the software house torinese spac that offers a product autocad oem (a cad for electrical design).

what you need (as far as I understand) is a sw commonly described as compatible autocado 'clone di autocad' that offers the same interface and the same modus operandi for 90% of the features.

here the list is the usual:
- zwcad
- gstarcad
- Bricscad
- progecad
- Nanocad.
and other less widespread
As for the best you just have to download demo versions and try them yourself according to what are your real needs.
 
there is also draftsight that is free and does everything that does autocad, keyboard commands included. Actually all cads have customizable keyboard commands.
any cad that autocad inglobes does not cost little.

I decided not to use it, because I need to have a command for complete mass properties, which unfortunately does not have and do not understand just x that the ds do not add it...mah.
