Hi bb, that's a question I asked myself. There is no answer because I think it depends on the specific work of the user. I personally installed it but I still work with the 2 because on this pc it seems more snappy and reliable (now I have the m230 and will continue to update it until the end of the year). I attach a pdf with the improvements that are going from 2 to 3, maybe take a look at it and if you see that something can interest you to improve the work you do deepen.
in general it can be said that the most important aspects that have led many users to migrate to 3 are:
  • data exchange (import other cad data without passing through neutral formats)
  • detailed drawings (fully redesigned)
personally a detail that I really like is the new menu ofedit reference I find it much more intuitive. It also works well in the 2 (the same way) only that you have to apply a moment more with the curtains to use it well.. .

No, what you mean is a chimera. I do not believe that neither in creo nor in any other cad you will ever have the possibility to import a model of another cad and have the possibility to have also available the entire modeling tree completely editable.
Actually between importing one step of another cad rather than the native format of another cad there are no big advantages. the only one is that if you import a native file of another cad in creo, you build on features in creo and change the basic native file you do not miss all the later features of creo.
