1) is not possible this because the nx file has the prt extension always so the system does not know if you are opening a model or drafting.
2) I worked for a company that represented welding as extrusion or sliding solids or with other modeling crafts, to create exactly the desired welds, so that they could be represented correctly in drafting (not only symbolically).

If so you should think about how you want to proceed: if in a single file or together (which you can still generate later). I therefore think that there are no other solutions except what you suggested, perhaps using sketch bookcases (profile laws).
