I would have solved the problem in the following way (a little lugo and farraginous but effective):
1) in the model space creates a "view with name" of the detail you want to enlarge;
2) in the model space draws the radius circle r and erases everything that appears below it (which beard);
3) in the paper space draws a circle of the same radius (if you do not accept the numerical value choose a reference osnap;
4) from the command "windows" --> "window object" --> click on the circle, will appear all or part of the model;
5) double click inside the circle to select the window;
6) from "view--> views by name" activates the view of the detail and assigns the scale you prefer.

there would be a third method, more practical and flexible.
for convenience you initially draw the layout window with a single polyline (inside circle and outside pane). the inner circle to include it as polylinea you will design it with two arches.
then you draw a polygonal window by recalculating the previous polylinea (use the arc function to recalcate the previous arch with polylinear entity).
so you got the window "outside" laundry.
just draw a circle and turn it into a window.
