I am not sure (and I ask confirmation) but I would not use the section line as a reference line for the quota... I think an axis can be used as a reference line... but a section line I have my doubts. I think it was as good as you did in the first drawing you posted... with the location of the hole center in a view and the specification of the hole (depth and various stuff) with a tear in the side view.

I remember that in these cases, the possible axis is extended, outside the track of the section plan, and it is used to quote.
an example in the annex: If the piece had not had the wings framed in red, I would have inserted the quotas in green.

Good objection. stimulate my memories (now blurred) of technical design.
