I don't know how the command works (I have 2012), but if somewhere there is no opening, surely can't develop the sheet!

I think, like mbt said, there's no "opening" in your plot and so the program doesn't make you explain. for this type of hopper I recommend you split it into 2 parts and weld them at the end, maybe turn a fold inside.
you can split it into the middle of the short side, or break it on the diagonal. . .

simplemtne is the command "separation" in the group "modification" of the ribbon-bar.
You can do all the folds you want, but if you don't open it, it will never develop.
