but during what operation? Are you not playing the task manager well? Creo uses only one core (sometimes more than one, but only in certain commands/ambients)

I think all, from the loading of a large set, to the rotation 3d of the asses, to the handling of the cinematisms, are all active.
create 9, perhaps the older ones do not exploit multicore

I also knew that I create turns on a process that burns to1 cores, at least until 8.

it mainly uses one but others do something, they are not as zero as in the second image

Okay, so that's how I always knew.
uses only 1 core, others manage other system processes.

I do not look at the processor screen, I do so:

e.g. I have 8 logical processors.
since I create only use one, I do 100% / 8 = 12.5% -> maximum use of cpu by creo (approximately!)

Then I look at the details of the task manager where there is xtop (the name of the creo process) and I see that during an important processing it is using me 12%, so I know that it is maximum.
Obviously it is not always so; there are operations in which it does not reach 12% and others in which instead it exceeds it, but it happens rarely and depends on the function used, sometimes the increase will be very low.
However the single core limit will be exceeded with (for example):

simulations (I don't know the world of simulations inside I create, I hope you use all cores)
behavioral modeling
to make
Quick removal hidden lines
Axial loading
and little more.
